To perceive the concept of public finance and to comprehend to be different from other sciences.
To interpret the concept of the state which is the basis of public finance.
To be aware of the historical development of the states.
To interpret the concept of the social benefit which is the basis of public finance.
To explicate the public expenditure and public income activities from the basis of the context of social benefit.

1. Week  General concepts of the public finance and differences from the other sciences.
2. Week  The historical developments of the concept of state and activities of the public finance.
3. Week  Objectives which are tried to attain from the public finance activities.
4. Week  The concept of social benefit and social benefit functions.
5. Week  Scientifical literature which are include the concept of the social benefit.
6. Week  Market failure analysis and government intervention (I)
7. Week  Market failure analysis and government intervention (II)
8. Week  Midterm Exam
9. Week  Market failure analysis and government intervention (III)
10. Week  Public expenditure I (definition, units, taxonomy).
11. Week  Public expenditure II (causes of increasing, theories of the concept of the increasing)
12. Week  Public expenditure III (theories of the concept of the increasing, determintaion of the choice of public expenditure manner).
13. Week  Public incomes I (definition, varieties, introdution to the taxation theory, principles of taxation).
